Miracle 23rd Cruise...Tender Questions ??

I 've read about the ports that need to get tendered to for our cruise. I have a few general questions that maybe somebody could answer.

 

1. If you do not have an excursion scheduled for that port, How do you go about getting the tender tickets, where do you get them at, and how many can you get at one time ??

 

2. Where abouts do you fall in the tender line when you book an excursion with somebody other than Carnival ??
