Visitor's tax

I have read about a visitor/tourist  tax to be aid when visiting Bonaire.  Does Carnival include this in the port fees?  Or is this something that must be paid prior to the cruise by us?  Confused...

Cruise ships pay a fee to dock on Bonaire that covers their passengers.   Visitors who arrive by air pay a $75 fee either online before they arrive or at the airport at time of arrival.  Tip: if you fly to Bonaire, pay it online ahead of your trip to get through immigration sooner.
