Yes. Well to be more specific, the government charges you tax. Carnival is just required to collect it.

We're trying to see how this works with Bottomless Bubbles and will find out soon. Typically we get a soda with our lunch when we board and that's our "first drink". We've had this problem on the after 5pm drink back in the day and the sea day brunch plat drink. They charge the soda as our perks drink and when we go to order our perks drink, it's not there.  Assuming we still have to be specific with whoever is serving us and say charge this as Bubbles and not our Platinum drink and continue to check our receipts to make sure it was billed as Bubbles.

I’m sorry, but there should be a way for their system to see that it’s a water and not charge you for it and charge it as your free water.  I don’t like that we have to get the drink first.
