Depends on the ship...

 

There is generally a pool and hot tub open 24 hours. Room service is 24 hours. Almost all the public spaces are open for use, but the service component (i.e. bar) are not staffed. If you do a Voyager class ship, the Cafe Promenade is open 24 hours a day. The casino closes based on activity, usually between 2 and 3 in the morning. The latest bar that is open is usually the disco, to about 3:00 am. Not to worry though, they usually reopen the a few hours later in the morning.

I've never seen a 24 hour pool or hot tub on a RCI cruise, nor are they advertised that way. Different ships have different rules. Some close for cleaning at 8p; others at 10p. Check when you get on board so you are not disappointed.
