Why do you think Carnival offers no perks in their suites? MOST OTHER CRUISE LINES GIVE A VARIETY OF THINGS FROM FREE LAUNDRY AND DRY CLEANING TO BUTLER SERVICE AND AFTERNOON TEA. tHESE ARE ALSO LINES OWNED BY cARNIVAL AND MID-PRICED.

Most likely it is a business decision, they usually sell out every cruise, no reason to offer perks to get the rooms sold, and they have made the decision to reward their frequent guests - which I applaud - even if they are staying in steerage!
