These are any cabins that have no been filled prior to sailing. Just wondering how that would work especially in the N.Y. area? What kind of prices did you receive? Ever since 9/11, the passenger manifest for a cruise ship needs to be finalized several days before sailing so that Homeland Security can do a cursory background check on the list of passengers. The closest you can come to your scenario is finding last-minute bargains that occasionally do pop up in the last week or two before sailing. Scouring the internet can uncover some great last-minute bargains, but the days are gone when you could just show up at the pier and hope to get on a ship.
