Shuttles

If by shuttles you mean airport transfers, if you pruchased your air from Celebrity you transfers should be included. If you purchased your air yourself your transfers are likely not inluded.

If you mean a shuttle from a distant pier to town, sometimes. I haven't been on the Baltic cruise, so don't really know, but there was one in Juneau, Alaska that saved about 4 blocks of walking. And there was an open tram in Belize, and one in Costa Maya, I believe. I've seen several. If it is right there, I hop on. If it is not in sight, I walk.
