Navigator of the Seas embarkation time

We were told to be at the terminal no earlier than 2 hours prior to departure and that we wouldn't be able to board less than 60 minutes prior to departure. Seems like an hour is not much time to get thousands of people processed and on board.

Can anyone who has had experience with this ship recommend what the best time is to arrive at the terminal if departure is 5pm?

We went on Costa at Easter and got there at 10:30 for a 1pm departure and boarded fairly quickly once they opened the doors.

Generally they start boarding between 11 and 12, but it all depends on when the previous cruise finishes disembarking.
