Immigration - the ship has to clear immigration which includes all non-US citizens reporting in person. If they don't, you wait until they do. 2. Customs - They can (but rarely do) hold up debarkation until people they want to see are seen. 3. Anything else - Ships are vessels on the ocean. There can be storms, strikes, lockouts, mechanical failures etc. Any of these "unforseen circumstances" can alter your arrival and debarkation time. All that said, I am often off as early as 8:30 and have been off as late as 11:45. What counts is not what time you dock, but what time the ship is cleared. Even after the ship is cleared, people with the earliest flights - are called off first. You generally just can't sneak off - Relax. Bring a book or something.
