The cheapest is to take a taxi from the port to the Our Lucaya Resort (Sheraton/Westin) and enjoy the beach behind the hotels. The beaches are public and there are walkways between the hotels to get you to the beach. A shared-taxi is $5/per person each way. You have unofficial use of the hotel restaurants, snack bars, gift shop, etc. And the Port Lucaya Marketplace (shops/restaurants) is just across the street.

The cruise lines like to sell an excursion to Taino Beach. This is really the same beach as at Our Lucaya, it's just farther east and on the other side of the harbor channel so the two are no longer connected. Not sure of any advantages to buying the excursion unless it includes a meal.

Breucklin, you're welcome. Hope you have a fun time. Freeport overall is not a great stop compared to some of the others out there but it does make for a fun beach day. The $5 cab fare is a great value as the taxi ride to Our Lucaya is a good 25-minutes or so and you see a lot of the built-up part of the island along the drive. You'll probably be stuffed into a taxi car or van with 8 others but that's why the fare is that low per person!
