I'll give you some suggestions:

 

St. Thomas - I've use http://www.cokidive.com at Coki Beach. This is a good choice for a mixed group of divers/non-diver who want to stay together or for someone on a budget as shore diving is less expensive than boat diving. On the other hand, boat diving gives you access to better dive sites.

For a boat dive trip, here are some that I'd consider:

http://www.admiraltydive.com/ (who offers a 3 tank dive if you're hard core about diving),

http://www.sawyerdive.vi/cruiseships.htm (who gets consistently good reviews) and

http://www.blueislanddivers.com/ (also recommended here on CC).

 

Grand Turk - has 3 dive operators to choose from and one of them does the cruise ship dives, so you are unlikely to be able to book with them directly.

The 3 are:

http://www.grandturkscuba.com/

http://seaeyediving.com/ (my 1st choice) and

http://www.oasisdivers.com/ who does the ship's dives.

 

Tortola - What time are you in port? If your port times are the same as mine then you might have trouble finding a dive op that will be able to work with your arrival time. With that said, another diver on our cruise did contact http://www.sailcaribbeandivers.com/dive/default.asp to see if they could accommodate us. See seemed to think they would, so that is where I'd start. I'm pretty sure that HAL doesn't offer a dive excursion for Tortola due to our late arrival time, which sucks.

 

What are you doing on Halfmoon Cay? We reserved a Cabana, so I'll probably not be diving there, plus the overly restrictive nature of the dive there would really irritate me.

just heard from http://www.aquaventurebvi.com and they said they could fit a 2 tank in , as the vis is good until 5:30. Dont know if that will work for you in Dec though

Excellent, that sounds like a great opportunity to do an afternoon dive followed by a night dive. If you haven't done a night dive, it is definitely worth doing. You'll see lots of different fish than during the daytime.

Any updates on your diving experience in Tortola? Wife and I are on the Zuiderdam next month and since we don't arrive until 12 noon, not sure what we can do as most seem to offer only 1 tank PM dive. The HAL web site lists a 2 tank dive but doesn't say if AM or PM. Please update with who you used and if you liked it.

I didn't dive in Tortola, but the lady on our cruise that did dive didn't give a very positive review. I think she went with http://www.sailcaribbeandivers.com/dive/default.asp It turned out that they were the dive op for the other ship in port that day, so she ended up diving with people from the other ship. The dive time was limited because of the low skill level of the other divers.
