Getting Married on St Maarten

I have a question that I hope someone can help with. It is my understanding that before you can be married on St Maarten, you have to be "on Island" at least 20 days.

I have also heard that their are "Marrage Consultants" that can file the proper paperwork in advance, so that the sevice can be preformed during a one day stop.

Does anyone have any additional information? Maybe an e-mail address, or web site for these companies?
