Who has to wear a wristband?

I just read on another thread something about passengers wearing wristbands on HAL. Who must do this and when?

 

All children ages 12 and under are required to wear wristbands throughout the cruise. The wristband identifies the child's lifeboat station in the event that the child is separated from his/her parents/guardians during an emergency. (The wristband is neither cumbersome nor uncomfortable; it is similar to a hospital wristband.)
