Just make sure your AMEX is set up for cash access, you know your PIN, and you call AMEX before your trip to tell them you will be travelling so they don't flag the cash advance as possible fraud. With that said , you will pay a steep surcharge - from both the ATM company and AMEX. Instead, present your SeaPass at the Casino and ask for cash. It will be billed to your room like all other charges, but will post to your CC as a purchase, not a cash advance, so you will avoid surcharges and the higher cash APR. In fact, I have seen staff at the Purser's Desk use the ATM as their "signal" the satellite has crashed by the error message on the ATM.
