That is not the case for all staterooms. I've cruised HAL 6 times now and never seen it under the TV. The dryer on the new Noordam was much better than I've seen on other ships. I recall some wall mounted ones that I didn't like very much (I think that was on the old Noordam) I also thought it was interesting that it had European electrical plugs and could only be plugged in one place.
