Just a Question???

3 and 4 usually about half plus port charges and taxes

This is true but in a higher category cabin, half price could be nearly the same as first and second person in an inside cabin. Given the choice between 4 in a balcony, or 2 in a balcony and 2 in an inside I would give a very close look at having the extra bathroom and storage space.

If you have a family of 4 in a room is the price the same per person as in a room of 2?

Thanks!

To answer your question, the per person cost for four sharing one cabin is less than the per person cost for two in the same cabin. That is because the third and fourth person pay a lower rate than the first two people do.
