All luggage. If it's in your carry on , you can pay a $15. per bottle corkage fee on the spot and bring it on. Checked luggage is x-rayed and if anything looks suspicious, the bag is not delivered, you are notified and must go to the "naughty" room:D and open the bag. Then you can let them keep it till the end of the cruise or pay the corkage fee. A call to come to pick up your bag IMHO is embarrassing so I"d put it in my carry on and declare it up front. There are literally hundreds of posts on this subject on the boards.
