Do we have time for this in Dominica?

We are scheduled to be in Dominica (Carnival Destiny) from 10am-6pm. We intend to reserve Carnival's river tubing excursion from 2:00-5:00pm, so we would like to spend the morning doing something besides sitting on the ship. I assume that we will have to assemble for the excursion around 1:30-1:45, so that leaves approximately 3 1/2 hours to "explore".

 

Does anyone know if we'd have time to have a cab driver take us to see a waterfall (Trafalgar?) and then downtown (is there one?) for browsing, shopping, and possibly lunch at a local cafe for an hour or two?
