I'd pick Grand Turk for diving.

 

HAL no longer offers scuba as an excursion on HMC, so snorkeling would be the thing to do there. If you just want to do it on your own, get in the water off the rocks close to where the kids water park stuff is located.

 

I don't know much about Nassau scuba, but it seems to me that most ships aren't in port that long and arrive later in the day, making it hard to make your own arrangements for diving there. If you do have the time, the shark feeding dive it their signature attraction.

Thanks for your replies to both questions, we are on a Carnival ship & they offer one dive in HMC.

When I asked why HAL no longer offered scuba on HMC, one of the reasons I was given was that the quality of the dive wasn't all that great and customers let the management know it. I'd definitely recommend getting a cabana on HMC over diving there.
