We've only been in the Garden Villa on NCL sailings. They are exactly the same, mini suites aka larger balcony cabins. Not a penthouse, none of the penthouse perks except access to the concierge. I have read the fine print on our certificate and it states we can credit this cabin type for a higher category by paying the difference. I think we'll go with an owner's suite for the space.
