Which island is best for scuba diving?

I was just wondering which island would be the best for scuba diving? And second best?

 

I am visiting Costa Maya, Belize, Cozumel, and Cayman Islands in May.

What did you find out about diving? I'm going on Legend in Feb 08 and trying to decide where to dive. We go to Cozumel, Belize, Roatan, Grand Cayman. I've booked with private diveops in Belize and Roatan and considering what to do in GC and Coz. I've dove in Coz before and loved it but thinking I should do ruins since I've never done them before and will likely go back to Coz in the future for diving.
