BaumD Posted August 8, 2004 #2 Share Posted August 8, 2004 Not since 9/11. The cruise line must turn in a passenger manifest to the US Government something like 72 hours before sailing. They are serious about such things, there have been cruise ships with scheduled stops in St. Thomas (a US territory) that did not submit their mainfest in time and were denied permission to dock.
