Anyone gone to the pier standby ?

Not since 9/11. The cruise line must turn in a passenger manifest to the US Government something like 72 hours before sailing. They are serious about such things, there have been cruise ships with scheduled stops in St. Thomas (a US territory) that did not submit their mainfest in time and were denied permission to dock. One ship docked, then was thrown out of port.
