On the NCL Sun, it is located by the buffet but it is not soft serve. They have a person scoop it out of the container and either put it in a bowl or a cone. You also had your choice of toppings. The hours of operations varied.

Nothing is free on the ship.........you paid for it with your cruise fare......But to answer your question, no additional funds are needed to get a bowl of ice cream. :p
