In the next paragraph, he indicates that there's no reason to tip the steward who brings it .... There is no reason to tip any extra, unless you feel that service is above and beyond the high standard that you have a right to expect. I cannot see myself how a cabin service waiter can actually do that. Equally there is nothing wrong in tipping if you want to.
