Victory- Carry on vs/checked luggage?

I remember reading recently that people were allowed to carry on their luggage instead of checking it with the porter. Can anyone confirm if this is true. I would prefer to keep all my luggage with me if it is possible. thanks

Carry on luggage has to fit through the scanner. I have seen people try to carry their luggage and then have to take it back outside to the porters. If it doesn't fit, they won't let you carry it on.
