where is the best place to sunbathe on 7 mile beach?

which resort should i go to-any that are free to use their beach areas?

if i need to pay how do i get a day pay and who sells them and how much?

Only have an answer to one of your questions: all Grand Cayman beaches (up to the water line) are free. Others can probably recommend their favorite sunning spots.

Although I have never been to 7 mile, I have assume anywhere with chairs will expect some sort of compensation for the chairs. Most will charge a fee while some will have all inclusive packages that would include the chairs with some other amendities or finally some that would allow use of their chairs as long as you are purchasing food and/or drinks from them.
