The U.S. charges the same amount for people seeking U.S. tourist visas at U.S. consulates. The US $30 refers to a per passenger fee that the Municipal President of Solidaridad (where Playa del Carmen is located in Mexico) wants to charge Carnival in order to let it do business in his locality. I was just saying how much some countries charge(including the US at times). It may be apples and oranges but it still comes outof the travelers pocket ok?
