The only way for anyone to see you on your balcony on Deck 11 (been there), is for someone to be a peeping Tom and look around the divider into your balcony. (or if you are in port and another ship is docked across from you.)

 

Also, you won't be violating any enviromental laws.....Deck 11 is high enough the fish can't see you and so you won't scare them.:D

They are private enough for tanning in a speedo. They are not private enough for tanning or doing anything else ;) without one.
