We had a member of our private tour group that had not paid in advance (everyone else in the group had paid our fees in advance to our private tour operator) and then decided to take photos when he saw the spectacular photo opportunities. Our (Denrus) private guide paid the fees and then the passenger paid her back in U.S. dollars. The Denrus drivers carry a bit of pocket change to help passengers out with these matters and money for the toilet at Peterhof, etc. I assume the other private tour guides do the same.
