FLL airport to pier

I tried this before but didn't get a reply so I'll try again.

 

From reading past posts it appears that their is a shuttle from the airport to the rental car center. There also appears to be a shuttle from the rental car center to the port.

 

If this is true, and time isn't a factor, can you go from airport to pier and back by way of the rental car center and only pay tips to the drivers??

I think I understand your question. If I do, no, you have to be a customer to use the car rental shuttle. You can't just tip the driver(s) to take you along.
