(I say that with 30 years experience, including forays into Mexico.) Roads, drivers and driving customs are not the same as in the US - toss in the other variables and, well, his call. Second, if one is undeterred, I'd contact the agency and ask what one needs to bring along to rent the bike. It's apparently not from an official H-D rental agency/dealer. They may or may not specify a motorcycle license. I don't know what Mexican law requires, but some rental agencies are pretty stringent in terms of big deposits (like $3000) via credit card holds, plus liability insurance purchase requirements.
