Are Visas now required for U.S. residents traveling to Canada?

I saw the following blurb on X.com:

All guests on the Mercury's Alaska sailings who start in Seattle must check with their consulate about Canadian visa requirements. Canada has ruled that all of our guests must have the proper visas even though we only stop in Prince Rupert, B.C. for one hour to refuel and no one is allowed on or off of the ship. Guests who do not have the proper Canadian visas will be denied boarding in Seattle. Even though it appears that US Citizens are not required to have this visa our staff should not supply such legal advice. Guests should receive legal advice from their Canadian consulate.

This is the first I've heard of this. I'm not sailing on the Mercury but need to know if this is required for all itineraries.

Normal US travellers don't need a special visa. See http://www.amcits.com/enter_canada.asp but the warning goes to everyone on the ship and US travellers are just PART of the passengers.

The one special exception is those with a criminal record, who needs a waiver.

This is mostly true. If a person has not committed another crime in the 5-10 years after the commitment of a crime, they are deemed rehabilitated and do not need a waiver or to do anything in advance of arriving. The variety of time frame takes into account the seriousness of the crime committed.
