VAT tax

I read somewhere that the VAT (value added tax) can be either reimbursed or not added to whatever Americans purchase in Europe. Do you all know if that's true? How does that work exactly? Thanks.

You have to get a VAT receipt - not all stores will do them and the value usually has to be a certain amount - and then get the refund at the airport when departing Europe. This link has more information. I don't think it is common to be able to pay without the VAT - you have to pay it then try and get the refund. The VAT is already included in the price you see - it is not like US sales tax where you see a price then the tax is added.
