I know there is a surcharge and that covers all the food, but that the drinks and shakes are additional. My question: if someone just wanted a shake and didn't want to eat, would they have to pay the surcharge in addition to the shake charge?

No, if you want a shake, just go in and have a shake. You will not have to pay the $3.95 if you do not eat. Just pay for the shake. We have done that. My partner wanted it, and I didn't so I just had a shake and that was it.
