You get the best fares for international flights when using a consolidators or using a travel agent who uses them. The best ones, I have found out, are a part of the US Air Consolidators Association (usaca.com). Some of the best (both from a service and fare perspective) only deal with travel agents. Reason? They are order takers and can process many more tickets this way (i.e. they have lower costs) compared with having to sit down with clients, figuring out airlines, routings, etc. They leave the "figuring out" to the travel agents.
