No one at the Avis booth as expected

My last cruise to Aruba (a year ago) I had a reservation for a car at Avis at the port. No problems. They were there with the car as planned. So this year I again got a reservation from Avis and expected no problems but got surprised. When I got off the ship and went to the nearby Avis booth, no one was there. It was early, about 8:30 but thats what my reservation was for. So I waited 20 minutes and no one showed up. I should mention that there were other car rental booths and no one was in them either. Finally one of the car rental guys showed up (not Avis) and I asked him if he had a car I could rent. He did, we settled on a price ($35US), and I was off and running. I am putting this info on cruise critic hoping that maybe it will help the next person.
