By not solid do you mean open (like made of bars vs. glass) or do you mean not sturdy? If you mean 'barred' then the bars are close enough together that a small child could get through them with a heck of a struggle and a gallon of oil. Yes they could go over the top but from personal experience my 2 boys are both uncomfortable being near railing protected high heights (like the balcony at my DM&DF's condo). FWIW, of all the overboards listed on cruise junkie, I don't think I've seen any of them that are young children that have toppled over. As long as they are old enough to understand consequences or if too young, you keep them in arms reach near the railings, you will be just fine :)
