If we payed for the delux anniversary package and it comes with 3 spa things how do they charge the gratuity or since it is already paid for is it an honor system of tipping the correct amount.:)

The charge added automatically to your room for the gratuity is mainly for your room steward and all dining staff. Most will tip other people they choose to use in cash. Certain staff, such as spa, kids crew, etc. are not included in the automatic gratuity charges. I would assume this is because not everyone uses the spa, or the kids crew, etc., so feel free to tip them what you wish, they'll appreciate it.:)
