Is scuba diving available for beginners in Nassua or Coco Cay? Everything I see says certified divers for the activites I see available.

Yep, know for a fact that Stuart offers a discover scuba excursion. You'll have to contact them directly with your date, arrival and departure times and they'll let you know the cost and logistics.
