Those tags are only for embarkation. You can put them on when you pack your luggage. You will receive tags on board for disembarkation. Be careful and check your tag color that you get for disembarkation. Make sure you get the right tags for your after cruise itinerary. (one color is for hotel extensions, another is for early flights, another for shore excursions, etc.) Many people get the wrong tags for that.

Yes, they are all for embarkation. When we fly, we put the tags on after all of our air segments are completed, so as not to confuse the baggage handling process. If driving, you can put them on anytime before you reach the pier and check your luggage.
