Quebec City taxi or tour?

I thought most of our plans were in place until we tried to get plane tickets out of Quebec. It appears that it is much easier to get home from Montreal. We would like to see Montmorency Falls and a little of Old Town before leaving Quebec post cruise for Montreal via train or bus. Should we just hire a taxi at the dock after we debark or do we need to book a tour?

I highly recommend that you stay for an extra day, Quebec City IS worth it.

Old Quebec City is best seen by foot (here is my blog: http://jp2001-travel.blogspot.com/ )while either a taxi or a tour will get you to the falls.
