You know that's a hard one, I don't think there's any bad time. Hurricane season is from around April - November but considering less than a dozen come through the Caribbean in a season and only effect a small number of islands, pretty much all year is good snorkel season. I've snorkeled or scuba dived pretty much every month of the year and only had two cruises that were effected by hurricanes and in both cases we went diverted to an unaffected island where I was able to snorkel or dive with no problems.
