Most of the cruisers fears reduce to miss the ship in any unknow place. In case you missed the ship, mexican authorities (port agent and migration representative) are right at the pier watching for the cruise to departs and in case the ship can not wait a passenger any longer they will leave a notification to the port agent who is in charge to help people to get the boat at the next port or get you to US (in case there is no any other port for the cruise you are in). You would be surprised how often it happens for somebody to miss the boat. This port agent know the procedures with migration, customs, police to help the tourist with this matter and the important thing is NO PANIC, it happens.

Mexico care about tourism and we wouldn't let you by your self, maybe you have to be prepared to pay for the means to get you to the boat (it would be air fares, hotel, bus, taxis...). In case you are downtown progreso and there are no buses around (last shuttle bus leaves downtown 30 min before ships departure time), you can aproach the tourism office right at the shuttle bus stop and they are connected to the authorities or you can get a taxi to meet the port agent up the pier.
