I can only tell you our experience.

 

We checked out of our hotel at 10:00 AM and planned to deposit our luggage at the cruise terminal before heading back into town for an hour or two.

 

When we arrived with luggage (about 10: 20) we were told that we could check in straight away, so we did.

 

I have read that the time you can check in depends on how quickly previous cruisers have been disembarked, and that can vary.
