Do either take reservations and if they do should I plan on making them when we get into town? Caroline's would be on Sunday Feb 15th and Roof Top would be on Monday Feb 16th. In Feb on a Monday you should be able to just walk in and get a table. FWIW if you are not in a hurry, have a drink at the section of the bar looking *into* the restaurant, sit outside for dinner, try a shrimp & crab cake.
