Cost of taxes going up?

We had a screw up by the online agency that was booking our cruise. We told them to hold the cruise for us yesterday and they waited to do it until this morning. Seems overnight the price of the taxes and fees went up about $120. Not the cruise fare or commission - just the taxes and fees. We verified this with another agency and also with Celebrity. But no one could explain why this went up. Is this abnormal? My take on the word "tax" is it something set by the government and not something that just goes up overnight. The fees are another story entirely - so maybe it was just a hike in fees by Celebrity. This is our first time on Celebrity so we don't know if this is just something they do sometimes or just a freak occurrence.

 

Any ideas what happened? Would this hike be applied to everyone who has already booked effectively raising the cost of their cruise? Since it is taxes and fees it seems that would be how it would work.
