You could always be asked for picture ID if you are not in a US port (Foreign jurisdiction customs, law enforcement) We have been asked by local authorities several times before being allowed to proceed onto the dock. They let other people on who had their passports (they checked them manually) while we had to wait for the machine to come back up.
