You will find lots of info on Galveston, including eating places, on the Gulf Coast Departure section of CC: http://boards.cruisecritic.com/forumdisplay.php?s=&daysprune=-1&f=414 Also, Galveston.com has a list of open restaurants. Here are places I like to go the day before embarkation: Original Mexican Cafe, Mosquito Cafe, Fishermans Warf, Shrimp 'n Stuff. I used to go to Stingaree on Boliver before the hurricane. But Voyager will be serving lunch in the Windjammer when you board so why pay for lunch elsewhere? Arrive at the cruise terminal about 10:30am and board within an hour, usually.
