do you really need waterproof pants or just jackets?

For under $20 (shipped) I bought a set of Frogg Toggs DriDucks on eBay. Various men's sizes available (I'm a woman, but they fit fine). Very, very lightweight.

They're also available at Sears for $15.

I may not use the slacks, but have them just in case.

You didn't say what ports you were visiting or which tours you would be taking. I like Frogg Toggs as well and have never worn out a set. They do not breathe at all.

I would rather be prepared than be soaking wet. You can't buy anything on the ship.

I guess if all else fails you could use a trash sack to stay dry, if you had one. Don't even think of using an umbrella. Alaskan ports are way too crowded for umbrellas.

We've cruised in Alaska twice, once was very raining and another time very dry. We wore jeans most of the time in port and didn't feel that we needed rain pants on any of the trips. We did bring an umbrella for both trips and never used it. We did use our water repellant wind jackets that we wore over our pullover fleece. These were small enough to roll up and put in the backpack when they weren't needed. We brought hiking boots in case our sneakers got wet for the first (rainy) trip, but didn't bother for the second trip as we never used these either. I suppose the answer to your question depends on how much it bothers you if you get a bit soggy.:D
