Visa Reciprocity fee in Buenos Aires

Did the Argentine government institute the Visa reciprocity fee like Santiago did for US citizens arriving by air? I understand it was supposed to start up this past March and be about $130 pp. If so, can it be paid in US$$ or by credit card and not have to save Pesos to pay it?

The reciprocity fee has not been implemented. With a wretched economy wreaking havoc on tourism, I cannot imagine the government would be stupid enough to implement the fee at this time and risk even more tourists staying away.....
